Organization of MOE’s Subsidy to Enhance the Public’s English Learning Ability at Community Colleges

TWAEA was commissioned by the Ministry of Education to execute the English Learning Implementation Program by subsidizing community colleges to be in line with the Executive Yuan’s bilingual policy for talent cultivation. Community colleges can be seen as a lifelong learning bases, which provide practical English learning opportunities and resources. The community colleges have actively created daily living environments for English communication to enhance the public’s English proficiency. A meeting was held in May 2022 to review the project applications in terms of project perfection, budget rationality and expected benefits.

In the meanwhile, to understand the implementation of the English Learning Program subsidized by the Ministry of Education during 2021 and 2022, TWAEA conducted online and paper surveys distribution through subsidized local government to investigate the learning and teaching situations and satisfaction of both students and teachers at the community colleges. The project aims to provide practical English learning courses or activities that reach out to local communities, provide local English learning opportunities, make good use of English digital learning resources, and integrate local cultural and economic development features to promote the benefits of bilingualism throughout society.
