2025 Special Education Evaluation Pilot Officially Launched

To address new regulations for special education in higher education institutions following amendments to the Special Education Act, the Ministry of Education (MOE) commissioned the Taiwan Assessment and Evaluation Association (TWAEA) in 2024 to develop an evaluation mechanism for special education projects in universities and colleges, officially launching pilot assessment operations in 2025.
 
This evaluation mechanism aims to strengthen the quality of special education services in higher education institutions. Through joint participation of expert scholars and practitioners, specific indicators and procedures were established to ensure fairness and feasibility. During the pilot phase, both document reviews and on-site evaluations will be conducted to examine the mechanism's completeness and appropriateness. To assist schools in understanding the content and procedures, briefing sessions were held in March 2025.
 
The results of the pilot will serve as an important reference for the formal implementation of the special education evaluation mechanism. Once formally implemented, it will replace the current Item 1 document review process for "Implementation Status of Counseling Services for Students with Disabilities" in universities and colleges. TWAEA will continue collecting feedback from all sectors, making necessary revisions and adjustments, with the goal of enhancing the overall quality and effectiveness of special education in higher education.
