Ministry of Education's Academic Year 2025 "The Program on Bilingual Education for Students in College (BEST Program)" Briefing and Exchange Conference Successfully Concluded

 
The Taiwan Assessment and Evaluation Association (TWAEA), commissioned by the Ministry of Education (MOE) to handle quality management and assessment matters for the Program on Bilingual Education for Students in College (hereinafter referred to as the BEST Program), assisted the MOE in hosting the Academic Year 2025 BEST Program Briefing and Exchange Conference on April 25, 2025, at the 4th-floor conference room of the National Taiwan University Alumni Association.
 
MOE officials explained the revised vision, objectives, and performance indicators of the BEST Program during the conference to facilitate schools' revision of their 2025 program proposals and performance indicators. The exchange conference also invited four "University-wide Flagship Program" schools—National Sun Yat-sen University, National Cheng Kung University, National Taiwan University, and National Taiwan Normal University—as well as six "Field-specific Flagship Program" representatives to share distinctive practices in social sciences (National Chung Cheng University and National Taipei University of Technology), biological and medical-agricultural sciences (National Yang Ming Chiao Tung University and Taipei Medical University), and engineering and applied sciences (National Central University and Feng Chia University). These institutions shared their implementation experiences from diverse perspectives, promoting inter-institutional exchange.
 
MOE emphasized that implementing institutions must steadily advance the BEST Program based on the principle of "students have choices, teachers are prepared, schools provide support, and faculty and students reach consensus." MOE particularly hopes to begin with freshman English reform, promoting English for Academic Purposes (EAP) and English for Specific Purposes (ESP) courses to adequately prepare students with the capability to take English as a Medium of Instruction (EMI) courses, collectively cultivating outstanding talent with international competitiveness for Taiwan.
