Ministry of Education Announces "The Program on Bilingual Education for Students in College" Benchmark Project Recipients

Since its launch in the 2021 academic year, the Ministry of Education's "The Program on Bilingual Education for Students in College" (hereafter referred to as the Best Program) has entered its second phase (2023–2025). During this phase, subsidies have been approved for 7 Key Development Schools, 45 Key Development Colleges across 24 institutions, and 31 General Enhancement Schools. Entrusted by the Ministry of Education, the Taiwan Assessment and Evaluation Association (TWAEA) oversees the quality management of the program. In 2024, TWAEA facilitated the selection process by inviting experts with extensive experience in higher education governance and EMI (English-Medium Instruction) teaching to form a review committee. Through document reviews and presentation evaluations, the committee selected 4 schools for the "Institutional Benchmark Projects" and 9 schools for the "Disciplinary Benchmark Projects."
 
The Institutional Benchmark Project recipients are National Sun Yat-sen University, National Cheng Kung University, National Taiwan University, and National Taiwan Normal University; where the Disciplinary Benchmark Project recipients are China Medical University, Yuan Ze University, National Central University, National Chung Cheng University, National Kaohsiung University of Hospitality and Tourism, National Yang Ming Chiao Tung University, National Taipei University of Technology, Feng Chia University, and Taipei Medical University.
 
The selected disciplines include social sciences, mathematics and natural sciences, biological and agricultural sciences, and engineering and applied sciences.
 
The Ministry of Education aims to deepen bilingual learning environments through additional benchmark subsidies, emphasizing the principles of "student choice, teacher preparedness, institutional support, and shared consensus between faculty and students." This initiative seeks to cultivate internationally competitive talent and foster an internationalized teaching environment in Taiwan’s colleges and universities.
